Whether ir not you family and/or partner can come with you to the UK and whether they can work or not depends upon which country you are traveling from.
There are different rules for EEA and EEA applicants. This section will help explain the different rules to you.
If your partner is an EEA national they also have the right to travel for the purpose of work between all member countries and do not require a work permit of any kind.
This depends on the type of permit you hold.

If your family are EEA nationals they also have the right to travel between all member countries.
If your family are non EEA nationals they will need to apply for an EEA Family Permit.

If your family would like to join you, they will have to apply for entry clearance as your dependent before coming to the UK.
This application should be made at the British Embassy or High Commission in your country.
